Bryson DeChambeau was penalized two strokes by Open officials after he was deemed to have improved the playing area around his ball in the rough during his second round.

It is just such a hard rule to police, and will most likely happen time and time again until more punishments are handed out.
Wyndham Clark got away with it on Sunday, but he may not be so lucky next time.
