When you first arrive at Blueberry Academy and gain access to the Terarium, the urge to run off and try to find yourself a Charmander or Rowlet might be vital. That will have to wait until you progress the DLC’s story and gain access to the Blueberry League’s Club Room since they won’t appear until you upgrade the Terarium. How to unlock every Starter Pokémon in Pokémon Scarlet and Violet The Indigo Disk
After finishing the intro to the Pokémon Scarlet and Violet The Indigo Disk story, you can talk to Carmine at the Central Plaza and you will gain access to the League Club Room. Inside, you can contribute Blueberry Points (BP) you earn by completing quests in the Terarium to unlock new items and features—such as the Item Printer and new Throwing Styles.
Toward the bottom of the club listings, you will find four different requests to “boost biodiversity” within the Terarium’s Biomes. Each contribution costs a hefty 3,000 BP, or 12,000 BP total, but will cause new species of Pokémon to spawn across the academy, namely all 24 Starter Pokémon from Gen I to VIII. So you better get grinding Blueberry Quests (BBQs) if you want to unlock all four upgrades!

In Pokémon Scarlet and Violet The Indigo Disk, once you upgrade one of the four Terarium Biomes—Coastal, Savanna, Canyon, or Polar—a handful of Starter Pokémon will begin spawning in select locations. In total, six Starter Pokémon will spawn per Biome, leaving you to track down their habitats within each, which we have already done for you.
You might run into some difficulties tracking down these Starter Pokémon. They are considered rare encounters, making it harder for them to appear when you’re exploring these regions. You’ll want to patrol each area, attempting to branch out and track down each available starter to add to your collection.
