The window remains open in other relevant leagues. Cases in point: the Netherlands (September 2), Qatar (September 3), Turkey and Ukraine (September 4), Russia (September 10), Portugal (September 15), the United Arab Emirates (September 28), and Saudi Arabia (October 12).
