The initial waves of free agency are behind us. Training camps are soon to get underway across the NFL and teams have a general understanding of their respective rosters. But there are always free agents brought in that fill areas of need for clubs this time of year.
Veteran wide receivers Stefon Diggs, Deebo Samuel and Keenan Allen remain free agents. Edge rushers Von Miller and Jadeveon Clowney don’t have a home yet. Neither does tackling machine Bobby Wagner.

Where will some of the top remaining free agents land?
With training camp a just couple weeks away, USA TODAY Sports examines the best fits for some of the notable free agents available.
WR Stefon Diggs (2025 team: Patriots)
Best fit: Washington Commanders
It appears Brandon Aiyuk burned a possible bridge to Washington with his social media antics. Diggs, who’s had his own off-field drama this offseason, would be good fit in the nation’s capital. The veteran wide receiver is from Maryland and played for the Terrapins, and 32-year-old receiver told local reporters he’s open to playing for his hometown team.

Diggs is coming off a 1,000-yard receiving season and led the Patriots in catches and receiving yards. He would instantly become a reliable second option opposite No. 1 wideout Terry McLaurin. Outside of McLaurin, the Commanders don’t have a returning receiver who produced more than 30 catches in 2025.
WR Tyreek Hill (2025 team: Dolphins)
Best fit: Kansas City Chiefs
Hill is rehabilitating a serious knee injury, but a reunion in Kansas City makes a ton of sense. Kansas City has not adequately filled Hill’s void since they traded him to the Miami Dolphins in 2022. The Chiefs would provide Hill with a familiar place to rehab his knee injury and revitalize the back half of his career. They lost Hollywood Brown in free agency and didn’t draft a WR (Cyrus Allen) until the fifth round in the 2026 NFL Draft.

LB Bobby Wagner (2025 team: Commanders)
Best fit: Seattle Seahawks
It would be poetic for Wagner to finish his career in Seattle, where he’s the franchise’s all-time leading tackler. Sure, Wagner would have to accept a lesser role, but he wouldn’t need to be an every-down linebacker for Seattle’s “Dark Side” defense.
Age is working against the 36-year-old, but it’s a surprise the tackling savant is still available. Wagner doesn’t have the coverage versatility as he once did, but he’s a wily veteran who has a nose for the football. He’s produced over 100 tackles in 14 straight seasons, and he’s the third player in NFL history to record 2,000 career tackles.

Wagner could save his legs for a potential playoff run where his IQ, leadership, run defense and play recognition would be assets.
Best fit: Baltimore Ravens
Smith works best as a No. 2 tight end now. He tallied at least 38 catches for three straight season, registering at least a 70% catch percentage when targeted four seasons in a row. The Ravens lost tight ends Isaiah Likely and Charlie Kolar in free agency, allowing Smith to fill Likely’s spot behind Mark Andrews. New Ravens offensive coordinator Declan Doyle can operate with two tight ends from his tenure as a Bears OC; Chicago played 12 personnel in 32% of its snaps in 2025, per Sumer Sports.

Best fit: San Francisco 49ers
Signs point toward retirement for the elder Bosa. ESPN’s Adam Schefter said it’s “more likely than not” Bosa’s played his last down in the NFL. In May, his brother Nick said Joey isn’t “thinking too much about football.” Plus, Joey’s been plagued by injuries throughout his career, playing in 15 or more games in a single season just four times in 10 years.
If Bosa does decide to continue his playing career, a tag team with his younger brother in San Francisco makes logical sense. Joey’s better suited as the second or third-best edge rusher on a team, and he’d be that in San Francisco alongside his brother and second-year pro Mykel Williams.

WR Deebo Samuel (2025 team: Commanders)
Best fit: Miami Dolphins
Miami might have the worst wide receiver room in the NFL. The rebuilding Dolphins surprisingly didn’t address wide receiver until the third round of the 2026 draft, and Malik Washington, Tutu Atwell and Jalen Tolbert are Miami’s top wide receivers. None of the three has produced a single season with 50 catches or over 610 receiving yards.
Samuel is a little beyond his prime and isn’t the yards-after-catch specialist he once was, but he’d at least give Malik Willis another much-needed target on offense.

WR Keenan Allen (2025 team: Chargers)
Best fit: Los Angeles Chargers
Allen made clear his desire to return to Los Angeles, so the Chargers and Rams are the top destinations for the 34-year-old. The Chargers are the best fit because of Allen’s chemistry with Justin Herbert. The Chargers’ all-time receptions leader proved last season he’s still a chains-mover and savvy route runner: He led the Chargers with 81 catches, 49 of which resulted in a first down. The Chargers have a young receiving corps that they should prioritize, but Allen’s veteran presence would be welcome.
Edge Jadeveon Clowney (2025 team: Cowboys)
Best fit: Chicago Bears
The Bears ranked 31st in pass rush win rate and 26th in run-stop win rate in 2025, per ESPN. Dayo Odeyingbo, who had one sack and 10 pressures in 2026, is slated to start alongside Montez Sweat. The Bears need more pass rush juice on the outside. The 33-year-old Clowney can still set the edge and has some pass rush sizzle left: he’s produced at least 5 1/2 sacks and 41 tackles the past three seasons.

Best fit: Los Angeles Rams
Penei Sewell’s move to left tackle made Decker expendable. Still, Decker’s started at least 14 games in each of the past four seasons, and allowed 33 pressures, three QB hits and two sacks for Detroit last year. The Rams lack depth at tackle. Alaric Jackson, who reportedly won’t face criminal charges after a domestic battery arrest, is slated to start on the left side. Warren McClendon Jr. is penciled in to start at right tackle after Rob Havenstein retired.
Edge Von Miller (2025 team: Commanders)
Best fit: Seattle Seahawks
While appearing on the “89 Podcast” with Steve Smith and James Palmer, Miller admitted he regrets choosing the Commanders over the Seahawks last year. The decision cost the two-time Super Bowl champ more championship jewelry. Maybe Miller’s confession was a smoke signal for Seahawks brass to sign the veteran ahead of their Super Bowl title defense. The Seahawks did sign Dante Fowler Jr. to replace Boye Mafe, but Miller could be another situational pass rusher for the “Dark Side” defense; his nine sacks led the Commanders last season.

Best fit: Kansas City Chiefs
Having played in only 22 games the last three seasons, Diggs faces a scenario where he’ll likely have to battle for a roster spot. He was released by both the Dallas Cowboys and Green Bay Packers during a down 2025 season in which he surrendered a 154.2 passer rating when targeted. After losing their two starting cornerbacks from a year ago, they supplemented the losses with first-round pick cornerback Mansoor Delane and veteran L’Jarius Sneed. Diggs could compete for a spot behind the two on an incentive-laden contract.
Best fit: San Francisco 49ers
Waller exceeded expectations in Mike McDaniel’s system, matching the team-high with six touchdown receptions after the tight end came out of retirement. George Kittle ruptured his Achilles during the 2025 playoffs and there’s uncertainty about the tight end’s availability at the start of the regular season.
