According to a report by The Times, the decision was made by Mohammad Al-Kamali, president of FIFA’s disciplinary commission, from the United Arab Emirates.

But the scandal continues, as the same source claims that his decision did not go through the Committee, since he made it without the other seventeen members of the commission taking part in the matter.

“Mohammad Al-Kamali, president of FIFA’s disciplinary commission, made the controversial decision to overturn the suspension of U.S. forward Folarin Balogun without the other seventeen members of the commission taking part in the matter,” The Times reports.
